Outline of 911±¬ÁÏ Qualifications Welsh Language Policy, detailing the current approach, key considerations, and plans for future review
Updated: September 2025
The 911±¬ÁÏ recognises the importance of language diversity and cultural inclusivity. As an organisation committed to providing educational opportunities, 911±¬ÁÏ Qualifications aims to accommodate the linguistic needs of learners to the best of its abilities.
However, due to certain constraints and considerations, qualifications are not currently offered through the medium of Welsh.
The decision not to offer qualifications in Welsh is based on the following factors:
1. Availability of resources
Developing and delivering qualifications through multiple mediums requires significant resources, including qualified personnel, curriculum development, and assessment materials. Given current resource constraints, priority has been placed on offering qualifications in languages with higher demand and broader accessibility.
2. Market demand
While the importance of Welsh-medium education is recognised, demand for qualifications through the medium of Welsh varies across regions and sectors. Input from employers, schools and colleges, higher education institutions, and other stakeholders guides the qualification offer.
3. Alignment with Regulator Conditions and Requirements
Regulations governing 911±¬ÁÏ Qualifications often include specific requirements and standards set outside Wales. In some cases, offering qualifications in Welsh may require additional approval and compliance measures that present logistical and practical challenges at this time.
This policy will be periodically reviewed to assess capacity and evaluate the changing needs and demands of learners.
Feedback and input from all stakeholders, including Welsh-medium and bilingual centres, are welcomed as part of ongoing efforts to improve the qualification offer.
Additional information
911±¬ÁÏ Qualifications will review this policy and associated procedures annually as part of our self-assessment arrangements, or earlier if significant changes occur in regulatory requirements, operational practices, or identified risks. It will be revised as necessary in response to feedback from our learners, centres, associates, and regulators.
